What had once been a 7-square-mile subdivision was gradually absorbed by neighboring cities until fewer than 2 square miles remained. On June 30, 1964, Lomita incorporated as a General Law city — after a couple of unsuccessful attempts — specifically to halt further annexation by Torrance and to prevent the construction of high-rise apartments. The founding logic was protective rather than expansionist: draw a line around what is left and govern it yourself.
That instinct toward local control reappeared decades later in the school governance question. Residents voted in 1989, 1993, and 1999 to leave the Los Angeles Unified School District and form their own district. None of those efforts succeeded, but the fact that Lomita tried three separate times — over a span of ten years — says something consistent about how this community thinks about self-governance.
Population and Household Profile
The 2020 Census counted 20,921 people in 1.91 square miles, a density of about 10,942 persons per square mile. The median age is 39.5 years — 41.1 for males, 38.7 for females. Roughly one in five residents, about 18% of the total, is 65 or older.
The median household income is $93,810 — slightly below California's median of $99,122 but about 20% above the U.S. figure of $80,734. The homeownership rate is 45.9%, below the national average of 65.2%. The city has 8,593 housing units averaging 2.4 persons each. The median property value in 2024 was $831,500 — about 2.5 times the national average of $332,700 — up from $792,100 the year before. One fiscal detail worth noting: Lomita levies no city property tax and no utility user tax, which distinguishes it from many neighboring municipalities in the South Bay.
The Lomita Railroad Museum
The city's most recognizable institution sits at 2137 West 250th Street. Irene Lewis founded the Lomita Railroad Museum in the early 1960s; it held its grand opening on June 23, 1967. The museum building is a replica of Greenwood Station, a 19th-century Boston & Maine Railroad depot that originally stood in Wakefield, Massachusetts — an unlikely architectural reference for a Southern California city, and one that visitors notice immediately.
The collection is devoted to California railroad history. On display are a 1901 Baldwin steam locomotive with a Southern Pacific whaleback tender and a 1910 Union Pacific caboose. For a city covering less than 2 square miles, it is an unusually specific and well-maintained cultural institution.
Schools and Nearby Hospitals
Lomita's public school students are part of the Los Angeles Unified School District. Nathaniel Narbonne High School — established in 1925 and located at 24300 South Western Avenue in adjacent Harbor City — is the zoned high school serving both Harbor City and Lomita.
For medical care, four major hospitals serve the area: Kaiser Permanente Harbor City, Torrance Memorial, Little Company of Mary, and County Harbor UCLA Medical Center in Torrance.
